美国两大评估组织结束对抗 重归合作----CVI资讯

   美国评估促进会(Appraisal Foundation, AF)宣布,自2022年3月30日起,美国评估学会(Appraisal Institute,AI)重新出任评估促进会的发起人(Sponsor of The Appraisal Foundation),结束了自2010年评估学会退出评估促进会之后两个专业组织之间的对抗。

评估促进会在新闻稿中称此种重新的合作(renewed partnership)是两大组织近年来不断努力的成果。

评估促进会管委会主席Randall Kopfer指出,“I am pleased the Appraisal Institute is rejoining The Appraisal Foundation as a Sponsor. Our organizations share acommitment to protecting the public trust in the appraisal profession, and I look forward to our renewed partnership. The Appraisal Foundation’s work would not be possible without our Sponsors. I thank all of them for their continued guidance and support of the Foundation.”

评估学会主席Jody Bishop指出,“The Appraisal Institute is very pleased to rejoin TAF as a Sponsor during this exciting and challenging time for the valuation profession. Returning as a Sponsor allows our organization to immediately strengthen its ongoing collaboration with TAF in recent years and to amplify our joint efforts with other key stakeholders now and for years to come.”

评估促进会成立于1987年,是上世纪80年代中后期美国在“储蓄和贷款危机”之后对评估行业进行重整之后诞生的行业组织,在美国评估行业的发展和管理中发挥了重要作用。评估促进会是协会的协会,由美国和加拿大各大评估协会联合发起,根据《金融机构改革、复兴和实施法案》(FIRREA)的授权,负责制定统一评估准则(USPAP)和评估师资格标准。评估学会作为美国最主要的不动产评估协会,是评估促进会的发起人和坚定支持者。但在2010年前后,评估促进会与评估学会在发展政策等方面产生严重分歧。双方各持己见,互不让步,冲突激化升级后,评估促进会宣布对评估学会进行制裁,评估学会最终于2010年9月7日单方面宣布退出评估促进会,评估促进会也剥夺了评估学会所有的发起人权利。

双方的冲突成为美国评估行业近20年来的重大事件,评估学会长期游离于评估促进会之外对双方都产生了不利的影响。一方面,令评估学会很尴尬的是虽然其宣布退出了评估促进会,但仍不能摆脱评估促进会的影响----根据相关法律和客户要求,其会员执业时仍需执行评估促进会制定的USPAP准则,且需遵守评估促进会制定的评估师资格标准。评估促进会失去了评估学会的支持,也在业内外受到很大影响。近年来双方开始合作,最终促成评估学会的回归。

Statement from the Appraisal Instituteon its Withdrawal from The Appraisal Foundation

CHICAGO (Sept. 7, 2010) – The decision today by the Appraisal Institute’s Board of Directors to withdraw from The Appraisal Foundation as a sponsor was a difficult but necessary one. As the nation’s largest organization of real estate appraisers, we must preserve our integrity and must act as an independent voice representing the interests of our members, the profession and the public interest before legislative and regulatory bodies.

 

The Appraisal Foundation’s decision to sanction the Appraisal Institute for conduct said to have violated the Foundation’s Bylaws is simply wrong, and the penalty imposed was unjust and unwarranted. Independence from the Foundation strengthens our position to advocate without constraint on behalf of our members, the profession and the public interest.

 

For the past nearly 80 years, the Appraisal Institute has been the leader in raising valuation standards and ethics and in protecting the public interest. This will not change. In fact, the Appraisal Institute’s decision will allow it to respond to rapidly changing market forces by providing our members with new education, skills and professional advancement. We look forward to continuing to work with professional associations, legislators, regulators and others in our mission of advancingprofessionalism and ethics, global standards, methodologies and practices through the development of property economics worldwide.
